In a document on the potential threats to Canada’s security, the RCMP identifies “popular resentment” caused by “declining standards of living for the younger generation” as a trend that could cause disruptive change that might require an RCMP response. Two key sources of that resentment are the fact that many Canadians under 35 are unlikely ever to own a home and the fact that “the difference between the extremes of wealth is greater now in developed countries than it has been at any time in several generations.” Rising home values are part of the growing disparities in wealth.
Other major internal risks were related to climate change –flooding, storms and fires, for instance.
