If you ask people how they became homeless, they have lots of answers. Many are personal—they fled domestic violence, they had addiction problems, they couldn’t pay the rent, they fought with a relative. Those personal issues may help explain who becomes homeless but not why homelessness rates are so much higher in some cities than others.
